Edit the FinancialLink Alert Message

1. Log into the CMS (http://cms.ucsd.edu/)
2. Goto the Finance CMS site (select Finance from My Sites) 
   1. 
3. Goto the '_homepage-internals/notification' folder
4. Select the 'alert-message' page
5. Select the Edit tab
   
   1. edit content
   2. Select 'YES' to display message
6. Submit
7. Goto the financial/widget-blocks folder
8. Select the 'notiifcation' page
9. Select the Publish tab
   1. 
10. make sure 'Stage' and 'Production' optins are selected
11. Submit
